In 2026, we were approved as a subcontractor facilitator to Public Partnerships LLC (PPL), New York State's statewide fiscal intermediary for the Consumer Directed Personal Assistance Program (CDPAP).
The Consumer Directed Personal Assistance Program gives eligible Medicaid recipients the power to choose, hire, train, and supervise their own personal assistants — including trusted family members and friends.
Unlike traditional home care, CDPAP puts you in the employer's seat. You choose who provides your care — a family member, a trusted friend, or anyone you feel comfortable with. You set the schedule, train your assistant, and direct your own care plan.
Many consumers choose to hire an adult child, sibling, or close friend as their personal assistant. Your PA does not need to be a certified home health aide — they just need to be someone capable of providing the care you need.
CDPAP is available to eligible Medicaid recipients in New York State who have a stable medical condition and require assistance with activities of daily living or skilled nursing tasks. There is no cost to you for facilitation services.
CDPAP helps people with disabilities and chronic conditions remain in the comfort and familiarity of their own home — rather than moving to a nursing facility or other institutional setting. Independence matters, and CDPAP makes it possible.
You set the hours that work for your life and your needs. Whether you need a few hours a day or round-the-clock support, CDPAP can accommodate a wide range of care schedules as authorized by your Medicaid Managed Long-Term Care (MLTC) plan.
Personal assistants under CDPAP can help with activities of daily living such as bathing, dressing, grooming, meal preparation, mobility, and toileting. They can also perform certain health-related tasks that would otherwise require a licensed professional.

Accredited Home Care Services is an approved subcontractor facilitator to PPL. This means we work hand-in-hand with PPL to guide consumers through enrollment, assist personal assistants with onboarding, and provide ongoing support throughout your participation in the program.
PPL, as the fiscal intermediary, is responsible for Medicaid billing, payroll processing, and administering benefits for personal assistants. You don't have to worry about writing checks or handling taxes — PPL takes care of it all so you can focus on your care.

CDPAP Program Info
Every service we provide is free of charge to eligible CDPAP consumers. We're here to make the program work for you.
We help new consumers understand program requirements, gather necessary documentation, and complete enrollment with PPL and your MLTC plan or Local DSS office.
We guide your chosen personal assistant through the PPL onboarding process — including background checks, required paperwork, training on the timekeeping system, and benefit enrollment.
PPL uses an electronic visit verification (EVV) system to record your PA's hours. We train consumers and PAs on how to use it correctly, and troubleshoot any issues that arise.
Our coordinators are available by phone, video call, or in-person appointment. We help with plan changes, adding or replacing a PA, addressing service issues, and connecting you to additional community resources.
Our phone team can assist you directly in English, Mandarin, Cantonese, Spanish, Hindi, Urdu, Bengali, and Russian — no third-party interpreter needed. In-person offices also offer Albanian and Haitian Creole. Language should never be a barrier to accessing care.
As a not-for-profit with deep roots in independent living, we inform consumers of their rights under CDPAP, help them navigate disputes, and connect them to advocacy resources when needed.
We have offices across the New York metropolitan area to serve you in person. All locations offer CDPAP facilitation services, and many offices provide support in multiple languages.
